In compliance with U. S. Department of Transportation (DOT) issued Disadvantaged Business Enterprise (DBE) regulations Louisiana has developed a program for certifying small socially and economically disadvantaged businesses. The purpose of certification is to ensure small businesses independently owned and controlled in both substance and form by one or more socially and economically disadvantaged persons are provided an opportunity to participate in public projects.
